Unusual connections to PAP2T udp port 5060/1 ?

I have been noticing the below IP address trying to connect to PAP2T udp port 5060 and 5061 for last couple of days. Has anyone noticed anything like this?

Is the above some kind of SPAM? Did a lookup and results below.
