Is there a way to actually test 911 without calling them?
Not that I'm aware of. If you want to call (e.g. actually dial 911), you should call the non-emergency number / administrative line first and ask if it's OK to place a test call. In some jurisdictions, test calls are discouraged, but it seems that most dispatchers understand that phones are not just POTS anymore and that testing a new service is not unreasonable.
