My initial thoughts:
Put a warning on your site. Title it "FRAUD ALERT"
Tell your customers that you don't do cold calls, and trust the website, and word of mouth are your methods of marketing. Unless a support ticket is active, nobody should ever call.

Someone told me I should report it to the FBI (They have a online crimes thing) Should that be done? So they are aware?
The victim should call her local police dept and file a report.
Obviously she should immediately cancel that card...
And I agree with the "fraud alert" notice on your site. Good idea.
