The fax addon is $1 per month. The phone numbers and minutes are all the same as normal.

    $1 Phone Number
$1 Fax Addon for That Number
    ---
    $2/Month

Minutes for the faxing will be billed as usual.

So is it like unlimited fax? How is a "Minute" on the fax billed?

No, it's billed just like normal calls at the normal minute rates.

When someone faxes to it, it's using minutes while the fax is being received. When someone sends a fax, minutes are being used while the fax is sending.

Faxing is basically like dialup where a call is placed for the connection.

Do you need to sell the fax addon if you are behind a pap2 or any of the other devices and actually have a fax machine or is that just to do fax to email and soft fax out.

YMMV but VoIP is not very reliable using FAX for any provider.
People still do it. If you are using a FAX machine, you do not need the FAX add-on.

This is fax to e-mail and is completely virtually (no real fax machines involved). Real fax machines over a VoIP network are very unreliable because if there's even a tiny fluctuation in the internet connection anywhere between the user and our network the entire fax will fax. This fax solution is a little different because it's more of a direct connection from our datacenter and all intercepted by our servers so it's not using the public internet to get to a user.
