No issues here - were you potentially accessing the website at a frequent interval? It is possible that you were picked up in rate limiting, which if is the case will subside as long as no subsequent attempts after a few minutes.

No, I'm getting this page, Internet Explorer cannot display the webpage. I can visit any other page on the net, just not the control panel.

Tried Firefox browser and this is the page i got - Firefox can't establish a connection to the server at cp.voipwelcome.com.
