For Instance Enom Makes You Make A $100 Down Payment Before You Can Sell There Services. Shouldn't VoIPo Do This For Like A Pre Caution? That Way Your Services Arent Abused.

It's all prepaid already so no real need. If there's no money in the account it won't let you order numbers or make/receive calls. If the balance hits $0 everything is suspended until it's replenished.

Fair Enough. The reason i stated that is that way you will have more "Serious" resellers and not people just messing around

The HG Enom account is free, because you are a sub seller of HG.

The free account that HG offers has some limitations. To get the full deal you have to contact HG and make a deposit.

There are two different levels of eNom accounts. By default, we provide a retail account which allows you to buy domains for a low price and resell them for profit. The higher level account is the reseller API, which allows you to sell domain names online and automatically. - From HG Support

Yes I have the API one with no deposit. I got it through WHMCS then created a Sub-Reseller

I got the advanced one with the API etc, from enom and opted to pay $6k plus with free setup etc. and they credited my account 100% with the deposit. the other options were not worth it to me because if paid less then i would have to pay high setup fees. so i rather pay the most and use 100% of it towards buying the services.
