Is it possible to have a VoIP phone such as a Grandstream GXV3140 in my wife's office, but at the same time have an ATA for our cordless phone?

Yes it is possible. Please contact support to find out the number of allowed registrations and simultaneous calls allowed at the same time. (I forgot that information) I think it is 4 and 4, not sure.
