The inbound routing 1st field is defaulted to Group.
Yet it does not let a Group be selected.
UNLESS you chose another category, then switch back to Group

This link makes me realize, I do not know what Blacklist does?
(VM, busy ...) Maybe the user should choose one, like any Group?
