Most VoIP providers charge a setup fee...not many do a monthly fee.
As an example, ViaTalk offers "free equipment" but charges a $29.95 setup fee and a $10.95 shipping fee. These cover the cost of the adapter. https://cp.viatalk.com/viatalk/signup

see I was going to resell to my WISP customers so I would say WISP would charge something like that.
then start a other website only sells voip.
