    Default Failover Routing

The bugs with failover routing that were reported here should now be resolved.

Failover routing should now be working as follows:
    • Device Offline -- Call will route to the failover destination
    • Line Busy -- Call will route to voicemail
    • No Answer -- Call will route to voicemail

Please test and provide feedback :-D

I need to do more thorough testing, but based on limited evaluation so far, it's working. I'll let you know after some more 'play time' with vPanel settings, etc.

Okay, with failover set to a PSTN number and VM set to 10 rings, it seemed to work just fine. The call did not "reset" at the 30 second mark and went to VM after 50 seconds. Changing the failover to VM had no effect. Looks like you're good to go!
